I know it probably isn't worth repairing, but i've run across quite a few of these chargers that don't work right.
This is a SMPS wall wart. 5V/2A. The issue this is having is it is pulsing on/off.
It goes to one of them video picture frames. I tested the PS, my DVM was going nuts, so i used my test lamp on it, and it was pulsing on/off
It has a LY2117 IC. not a whole lot to it. I've checked the caps, they all test good.
Any idea?
I'll probably replace it anyway.. I just wanted to tinker with it... SMPS are always over my head...

Get your electron microscope out and look for poor / cracked solder joints on the chip, or anything that may get hot. Sounds like a heating / cooling issue (or it could just be e-junk)

It sounds like the Pulse Generator in the LY2117 IC is giving out.
