Yeah,
I would also check for bad solder joints on the LED Driver section.
And maybe bad Cap's in that section as well.
I haven't seen the flashing issue on LCD Monitor/TV's.
But with those screw in LED Bulbs.
Instead of just burning out, like a standard Incandescent bulb.
The LED's will dim, then return back to normal brightness.
The cause is usually bad filter cap's.
But It isn't uncommon for LED's that have a lot of running time on them.
To start to dim, just before they burn out.
