Yeah,
I would also check for bad solder joints on the LED Driver section.
And maybe bad Cap's in that section as well.

I haven't seen the flashing issue on LCD Monitor/TV's.
But with those screw in LED Bulbs.
Instead of just burning out, like a standard Incandescent bulb.
The LED's will dim, then return back to normal brightness.
The cause is usually bad filter cap's.
But It isn't uncommon for LED's that have a lot of running time on them.
To start to dim, just before they burn out.

I tested the led strips individually,, many are out.. only 3 strips were still functional..
all the others were iffy or totally out..
once you remove the lens off each led, the leds under that are super tiny maybe 2mm x 2mm
and i tested each led on the strips., most all were out , I guess 1 failed then the others got over current and went poof too..
the new ones should be here by next week..
