It's not even a white list - the website that did the notification (said site has been around since 1998), at the time I inquired when it happened to me, had not been in use by T&L and was news to the person I contacted. It is possible that there is some reference via PHPBB, so it may be automatic. It also may be referenced back to by the actual SPAM software that is in use, so...
If you get something that says you are blacklisted, chances are one of the nefarious PITA's out there has somehow obtained your email and is at least spoofing it. Seems that changing your email password when that happens helps it move off the list much more quickly.
