For what its worth I remember an article on testing shutter speed by photographing a TV screen and counting the scan lines captured on the film. A 1/60 of a second would show afully-illuminated screen, just the odd numbered lines. A 1/120 would show ½ a screen and so on. I have never tried it. The article was in a photo magazine.

I think you may have to to tie the shutter release to the synchronization of the scan pulses, but with real fast film, maybe pushed a bit and enlarged, a neat way of solving problems could possabily evolve.
