This is strange issue.
I'm working on a old RCA 14" flat screen CRT set.
In the vertical section, I find a few Capacitors that have failed.
So, I go to my Parts Drawers to get new ones to replace them.
Here I find several electrolytic radial caps that are leaking a yellow oil out the bottom where the leads are.
These capacitors don't have any sort manufacturer marking I recognize: NRWA made in Japan.
I purchased these a just few years ago, and I have much older {New Old Stock} Caps, that are just fine.
I know they are not designed to last forever, but this is taking planned obsolescence to another level.

Electrolytic caps need reforming after long idle. Though never heard of leaking in storage. The problem usually shows applying full working voltage to a cap not used for a time, then it has no capacitance or internal short.
