Swinging Sticks

Would like to build one of these, but don't know where to start designing the circuitry as described in this video:

The circuit fires a coil depending on the presence of a Neo magnet in one of the sticks. Hall effect sensor, I presume. But, not every time. Only when the stick is slowing down.

Any ideas on where to begin this design?
