idontknow-
Running 18 volts on a 12 volt motor may soon become a fuel pump/heater.
How about a fuel cooler to increase fuel density?

If you want to know if increasing the voltage to the fuel pump will help. hook a shop charger to it while it's running on the dyno. My thoughts on this problem lead me to the tank pump at best a totally insane design- toss it and use a high capacity inline pump. Do your injectors have orifices designed to provide the fuel flow to generate 700+ hp? 1000 hp is about 4.7 pounds of gas a minute- about two liters thats what you need to flow out of the injector pump at the pressure required for the injectors to operate.
good luck
