rs232 & pic's

I would like to be able to use rs232 comm via two 900mhz transcievers, (one of them being used on my laptop, and the other connected to a plc,)that have built in switches for tx and rx, but i need to be able to emulate the cts and rts (timing).
i was wondering i anyone has any ideas as to wether or not a pic could be used as a buffer for the serial data and also control the timing metioned above.

The ( ex. UK) PICAXE family ( 08,18a,28 ) are great on serial comms, dirt cheap & dead easy to use. All have onboard EEPROM too. Check www.picaxe.co.uk
