Signal Time Delay

I need to implement a time delay of a 5V signal somewhere in the neighborhood of 20ms to 2000ms. What is the simplest way to do this with hardware?

Is this a train of signal pulses or just a simple 'on' for a time and then 'off' again,such as a light switch? If a train,what is it's rate and duration?

A non-retriggerable monostable. Which could be an IC
timer such as LM555 (or equivalent). Plus an external
timing capacitor and resistor.

Is the output going to be a data stream identical to the input except delayed by the specified (and I assume variable) time?

I wasn't thinking clearly.

I'm simply trying to delay the turn-on time of an opamp because it was sucking too much juice from my circuit at start-up.

I was able to accomplish this using a simple RC combo.
