Palm Pilot Controller
I would like to know if it is possible and what equipment i would need to have a palm pilot act as a programmable controller in a circuit. It is for a homebuilt lasertag gun which would receive, send, and interpret different bitstreams of IR light. It would also send out signals to turn on and off indicator lights. What sort of interface would be necessary? Also, what would I use to program it?

I'm not sure what level you are at with doing this sort of stuff, but I would recommend researching information on the palm pilot robot to get started.
There is a ton of info on the robot and even a pretty good book. I loaded "catspaw basic" onto my palm pilot which is what you might consider using for your system (its also recommended in the book).
There are numerous ways to interface with the palm.
