Geiger counter

O.k. I have already constructed the neon bulb geiger counter in the January issue of N&V, however I can't get it to work. I might have built it wrong but i've checked and rechecked it and I don't think so. I also think I may have found a flaw in the design, or maybe it just wasn't documented fully. The test button would seem to be in the wrong place, from the diagram it would seem that in order for it to ever work the test button would always have to be closed. It is the only path to the anode after all. Any help would be great.
