Hi.
Connect the voltmeter to the capacitor.

Apply less than 400 V to the capacitor trough a series resistor.

1000Ω should work.

Observe the voltage raising. When stops, disconnect the voltage source and observe the meter holding its reading for a while if the capacitor is good.
