bmp. file to .s19

hi im trying to change the format of a .bmp file to .s19 does any one know how i can create this file. i whave tried to cretae it using a eprom programmer by saving the file as a .hex file first then assemle the .hex in a hc11 crossassembler to create the .s19. when i save the .bmp as a .hex file i get a big hex file that looks like its in .s19 format but does seem to have all the code attached.
