Is it possible to get a 12v LED to flash as bright as it would with 3 volts going to it as opposed to 12 volts? If so how would this be done.

Hi.
There are no 12V leds unless they have a built-in circuit to limit current.<p>Leds fed with 12V must have a resistor to limit the current. If the current is limited to 20 mA with a 12V source, the brilliance will be high.<p>If you feed the same led with 3V instead, you can limit the current to a greater value and achieve even greater brilliance by selecting the resistor to admit more than 20 mA.<p>Miguel

Funny that this should come up just now. Yesterday I saw some LEDs in a surplus bin that had six dice wired in series, all encapsulated together.
