REDUCING 12 VOLTS TO 3

I HAVE A ITEM THAT RUNS ON 2 DCELL BAT.
IS THERE A EASY WAY TO RUN IT OFF A LIGHTER IN MY TRUCK?

If the current comsumption of your 3V device is fairly low, no more than, say, 0.5A, then it would be appropriate to use a 3V or 3V3 zener diode and a series resistor. At 0.5A and with a 3V zener, the resistor will dissipate 5.5 watts so it will get quite warm.

LM 317 variable voltage regulator. <p>Or a LM 7805 with one smaller dropping voltage resistor, from the 5 volt out put down to the three volts.

BOTH EXCELLENT. I MIGHT ALSO TRY USING A HEATER-FAN RESISTOR FOR THE FAN MOTOR. IT WILL TAKE THE
CURRENT IF USED AS A DIVIDER ( WORST CASE, ULTRA
CHEAPO OPTION.) THEN REGULATE THE TAP CLOSEST TO
YOUR 3V.
