Of course! If the neutral conductor is present the panel can support single phase loads. For example, a 208/120V 3ph wye connected panel will support 3 ph 208, single phase 208 and single phase 120V loads and the breakers can be installed in any position.
A 240/120V 3 phase open delta panel can support 240V 3 phase, 240V single phase and 120V single phase. The difference is that the single pole breaker can only be located in two of the three phases. With the open delta configuration one phase is at a higher voltage - like 208V to neutral! This is usually colored orange and sometimes called the 'stinger' leg because of the higher voltage.
If the neutral is not present then there is no application for single pole breakers. Two pole or three pole only.
