A/D Negative Voltage Input

If an A/D converter receives a negative input does the digital output remain at zero or can damage to the circuit result.

It depends. Look at the data sheet for the specific device. Find the section labeled "Absolute Maximum Ratings". Find a line that reads something like "Analog Input Voltage to Ground". It will tell you what they say the chip can handle.

You will probably have to put some protection in front of the analog input if your application can see voltages outside of the spec'd range.

Generallly, devices don't like inverted polarities but some have clamping diodes and such so always read the data sheet.
