If you will check out the two referenced power supply circuits that I provided above in my posting , you will find that they both are utilizing supplementary bias sub-zero referencing and will drop down to the zero low level on the supply output.
(Not that I really have ever had to be that close to that low of a voltage level at any power level..in all of my years of using power supplies. Now, as a miniscule bias supply at very minimal current levels…..yes……but that was usually by using a battery with a shunted potentiometer to tap off a variable level.) (That mainly being due to its affording power supply isolation and the absence of noise.)
