Cell Phone Jamming

Now this is purely theoretical but I was wondering does anyone know where one would find info on creating this type of circuit? I am thinking you would just need to produce "pink noise" at operational frequencies but need better info.. Thanks all

Why Pink noise? Why not White noise?

I was under the impression that the technology used in cell phones could read a signal rediculously far (30+dB) below the noise floor. It might be better to apply a brief (10mS) pulse from a 1kW or so magnetron in the direction of the offending radio. It will probably do slightly more damage to the device than the user.
