No, this doesn't sound like some scam.
There is a lot of scientific data, that he uses to prove the concept.
But, the method used, only gives about a 10% to 14% efficiency.
Plus, the current cost to make this material, may be a draw back.
But if production is ramped up, the cost should come down, making it more available.

Maybe I should get busy inventing a
suck-o-meter to measure the pipe's space vacuum consumption. That way it can be readily taxed. You know how politicians are....

When I first saw this, it reminded me of a story I read years ago in Issac Azimov's Analog Magazine. Lightweight plastic film tubing that would stay "inflated" once the chimney effect was established. I think they posited that you could put a wind driven generator somewhere within that would continuously create power
Other side effect was that it acted to cool the area down, a air conditioner effect, plus it would pull pollution particulate with it. Bad part was that that pollution had to come back down somewhere.

Take note that Analog Magazine is (or was, I haven't checked to see if it is still around) a Science Fiction magazine. I can thank my dear departed uncle for leaving boxes and boxes for me to read.

thinking the vacuum of space can draw air up a tube totally ignores the mass of the air in the tube wanting to stay closer to earth. It would be like expecting a hand dug open well to gush water like an artesian well.

Nope, I haven't seen the Lorax.. I don't even know what that is...
I don't have cable tv either.. I don't watch it enough to justify the high cost.

A buddy of mine lives out on a farm, there's a house out in the middle of the field and it is surrounded by trees.
outside of the trees, there is no breeze, but under the trees, it's way cooler and there is always a breeze, the trees are creating that effect. the house stays cool enough that you don't hardly need any AC. Kind of like that chimney effect you mentioned.

its a dr Seuss story about a place where a guy sells air, no trees either (that's the central plot BTW)

A localized low pressure area is also known as a partial vacuum thus the name is accurate.

Oddly, the "Vacuum effect" has to do with Cats for some reason

If a pipe did go from earth to outer space, and your cat was blown (aka sucked) into the 'partial vacuum', what would their terminal velocity be?
