A grounding 'feel good'

I saw a el-cheapo Harbor Freight bench grinder disassembled in a YouTube flick to be repurposed.
It has a plastic base and housing, and the bright green ground wire, from the 3 wire cord set, was proudly attached, with a screw, to a boss in the plastic base? I thought there would be a wire going into the motor housing to ground the motor frame since it has threaded steel shafts for the wheels, but I guess I thunk wrong!
