Boda antenna construction

I am curious as to what a BODA antenna is. One of my source describe it as a boosted omni directional antenna constructed by just taking the outer shield of a coax and folding it back over the original cable and leaving the center conductor that is now exposed as the antenna. The length of the exposed center conductor being a 1/4 wavelength and the folded back portion of the shield of course also being 1/4 wavelength. This is for 2.4GHz use so that 1/4 wavelength is about 38 mm. This is supposedly superior to just having the 1/4 wavelength center conductor exposed. Any thoughts on this from any of you?

Never heard of that, but by your description, a 'ground plane' comes to mind.
A quick Google seems to show it is in the R/C field!

I have seen Vertical Dipoles described in that way.

The description turns a ground plane quarter wave into a dipole as Robert says. The BODA seems an acronym (boosted omni directional ant.) that has no boosting at all, unless referred of the gain change from quarter wave to half wave dipole. Check if under another name vertical 'bazooka' antenna fits your description.
