Just put quite big magnet but neodymium on water meter, it should be stopped if you open a tap. You have water for free. Other meters you can only slow down.

So if the meter is stopped, how does the local water
board (or company) know how much to charge you
each quarter?

They do not know real usage, that's main idea!
You use more and pay for less. Don't use magnet all time, because water board see that and ask don't you wash your body for couple of weeks? he he

If my employer didn't know the 'real useage' (as you put it) of my work
hours, there's a chance I'd be under paid. Or, my employer would be
paying me for hours I didn't work. That would be dishonest.
