Just put quite big magnet but neodymium on water meter, it should be stopped if you open a tap. You have water for free. Other meters you can only slow down.

i had a video tape that had info on stuff like that..it was all a hoax ..nothing i tried worked.

If my employer didn't know the 'real useage' (as you put it) of my work
hours, there's a chance I'd be under paid. Or, my employer would be
paying me for hours I didn't work. That would be dishonest.
