So often, actually, more and more we get this horizontal flicker across our TV. It's a JVC 31" TV, AV-31BP6. This should be caused by a horizontal CAP, is that correct? Would anyone know which one or is there anything else involved?

Volter- I'd start with a can of freeze spray.
Selectively cool different parts to cause or cease the problem. Could be cap, IC, solder joint, connector, etc., etc.

horizontal flicker or flashes.
If the problem is getting worse you don't need to
spend a lot of time on the set - it will shutdown
for good once that ailing part dies. Hopefully, it
doesn't do too much damage in the process.

Well, there are several flickers across the screen. It is not just a single line. It does not start right away but after a few minutes of running. Also, the TV is over 10 years old but the picture is certainly better then what you get from those LCDs or whatever the gov is pushing on you UNLESS you are watching a digitally processed movie especially cartoons then it looks good on those LCDs.
That is what they have being confusing you while shopping for a new TV, the picture looks crisp clean and sharp like a knife but once you connect it to a cable or anything then all the crispiness is gone!

I would concentrate on the Vertical Section of the set.
With the back off of the set, and running.
Wait till the symptom appears.
Then listen carefully for possible arcing from the Yoke, or the High Voltage Flyback Transformer.
If you don't hear, or see any arcing when the symptom appears.

No, I am not drunk! I can see that, the picture on those LCDs looks terrible! And once there is a movement you can see it smudged! I am not blind!

on one of the new LCD tv's is like night and day, especially if you are watching a SDTV signal
when the tv is set to HD. That is why it looks so bad. In order to get the best out of the TV you
need to get the highest quality signal to the input. Most likely this has been the experience you
have had, akin to watching old 1948-1960 B&W OTA broadcast on a vintage '90's big screen. It's
rather ugly.
