Hi.
As far as I knew, somewhere around 1992, a federal law was passed making it mandatory to all consumer electronics equipment vendors to make their service manuals available to the public, not only service centers.
¿ Can someone direct me on how to find details and confirm this ? ... or was it only a Californian affair ?

If I am not mistaken, the law you refer to
wasn't about selling service manuals to the general public, it was about refusing to sell
service information/and/or replacement parts
to third parties. I believe that companies like Xerox were taken to court because they would not
allow replacement parts to be sold to independent
repair companies.<p>As far as I know, there is no Federal law that
requires even the existance of a service manual.
(The law doesn't require that you produce a service manual at all, unless you are supplying
a piece of equipment to the US military).<p>Also of course, if there were a Federal law,
it would apply to all US States and Possesions
and Territories, and not just California,
this is why it is called "The United States of
America".
