ARM eval board - JTAG question

I'm looking into purchasing one of Luminary Micro's ARM eval boards, specifically this one, and I had a few questions. I haven't worked with ARM before, nor do I know much about JTAG, so forgive me for any stupid questions. The website says "...and an In-Circuit Debug Interface (ICDI) for any Stellaris microcontroller-based target board", and shows some sort of JTAG connector on the board to connect to an external target. I'm wondering if this interface can be used to flash an external target, or only debug it? Also, they say that it only works with their boards... that sort of statement is pretty common with tech companies, and often it's completely false (or at the least, someone figures out a hack for it). Does anyone know if it is possible to use it with a generic target board?

I think what usually happens is that both a hardware monitor and your program gets downloaded into the target. The monitor executes your program and sends debug data back to your PC.
