Coupling wind speed to fountain pump

In the winter, my fountain tends to lose water due to an increase in wind speed. While the pump shuts off when the level drops too low, I was thinking of trying to couple the pump to a wind speed indicator. So if the wind speed exceeds 10mph, the pump shuts off.

Anyone done something similar ?

Beginner level on HW, but I'm reasonably adept at software.
