I need a couple of pre-programmed PICS for the article ONE-BUTTON ELECTRONIC SECURITY LOCK

In what country do you live and -----
1. Are you willing to pay international postage? (not expensive)
2. Is the programmee to provide the chips as well as programming them?
3. Are you expecting to offer a token of payment or needing a friendly gratis offer.
Not having a go ,just if you get the above points across, the right people will (or not) respond and everyone knows what their expectations should be.

If you stick with flash PICs, they are all ICSP programmable. This is not much of a limitation at all since most (all?) new PICs are flash based.
If you don't want to build a programmer, you can find a number that are quite cheap (20-30 $US). sparkfun.com ships worldwide.
By the way, an ICSP programmer can be converted into a stand-alone probrammer by adding a socket and getting +5V to the chip. My first programmer (EPIC+) did exactly that. they have plug in sockets that mate with the ICSP pins. There really isn't much difference.
