HP Designjet 650C problem

Have used this plotter for years, but only black/white. First time loaded up C, Y, M, and black ink cartridges, and when I select "COLOR" on the front panel instead of "MONO", message shows: "Install Color Pens".
I've gone through the pen settings and pen tests, and they all are normal. Even using genuine HP cartridges. It will not go into COLOR mode.
Any ideas on how to get this color plotter to plot color?

This link might help it is a service manual for the Designjet. It allows the the user
to put the plotter into a diagnostic routine.

Resolved!
The wizards at HP put identifiers in the original HP cartridges so the plotter will not go into "Color" mode unless the correct HP cartridge is in place. Some remanufactured cartridges will not work!

is there a kind of programmer you can use to reprogram the cartridges.
i have used one for Epson's, it resets the cartridges to show as full. after you refill them.
