If it's not a power supply problem(leaky cap) then i would look for a leaky wave-shape cap some where around the output , usually a IC in newer TV's or maybe even the output itself. Your output current may be too low, magneto's are not especially known for higher current levels.

They do have HV diodes to get the pulsed DC voltages for the magnatron, but the tubes are still there. The tube is all metal except for the seal and insulator at the filament ends. More information is needed on the use of this wire before you can determine it's size. When it comes to voltage, wire size is not as inportant as it is if you were using high current. Fairly small conductors will carry high voltages very well as long as current levels are low.

There is only one high voltage winding on most flyback transformers. This is the output winding that goes to the doubler or tripler on modern TV's or monitors. The primary winding you want will be the one with the most resistance across it. TV receivers use the other windings to power other circuits...

Just noticed you said you were using a DSS phone. There are linear amps for sale surplus for cell phone use that might cover your frequency requirments. I have seen some of them listed in N&V from time to time. Still, you may not have the drive required to get full output.
