As the question is formulated A) is the correct, if by undervoltage is meant a control voltage relay. I don't know how you do this in a 120v environment, but here with 240V, we use 24V as a control circuit voltage.

The main reason Eagle is like it is, is historic. In use, the version I have now(3.5x) is not much different from the version I started with in -93, in DOS. Digital or analogue, you use an ampmeter on the highest range, normally 10ADC. Loosen one pole(+) on the battery and put the meter between like you said. I have experienced that some chips run into a deadlock/interlock on certain occations and conditions. The only way to fix that is to remove the power. For your 555, this could be an internal design flaw that require a current limit on the discharge output. The capacitor is not a special low ESR type...
