You could use a series regulator.
First build a standard zener circuit to get a tiny 10mA of 31 volts
this has little noise and can be filtered if it becomes critical.

Try to have at all times at least 33V unregulated.
then when add a series regulator you can adjust it to exactly 30V

a higher voltage rating should not effect the performance. Your power supply starts at the wall and ends at the input of the components fed. If I understand you correctly. you could develope a voltage divider using higher value resistors so you conserve power.
Then you do a voltage to frequency which is transmitted from onboard.
The recieved frequencies are converted to voltage.
you could recieve each frequency by switching in filters.
accuracy will not be a problem.
