What is the best source for small (epoxy) through-hole type prototyping/small project circuit boards? I'm looking for maybe something with a ground trace, and multiple holes per pad, with a standard I.C. component hole size and spacing. A board and plastic box combo would be a bonus. Thanks.

I'm interested in a circuit (chip) that will turn a relay on at (pseudo-)random intervals, and keep it on for (pseudo-)random intervals. Both the maximum time between turn-ons and the maximum duration of time on should be independently adustable by the user. Thanks!
