The ring signal (90 Volts 20 Hertz) is sent by the phone company's central office so it has nothing to do with who calls you. You could try and check your phones one by one when it rings by putting your oscilloscope on and see if the ring signal gets dampened, then you could tell if you have a fault...

I think that you can run the test from any phone outlet and if it is bad there, try it at the protector (the main telephone box), if it is good there and bad elsewhere the problem is in the house wiring. Also, new electronic phone draw much less current than the old bell phone, so it is less likely ...

I have used X-10 before but it is not flexible enough for this purpose. There are companies that makes systems specially designed for this purpose, like KMC, Reliable to name a few. It seems there quite a few of them and there are a few different protocol also, like Lon Work and BACNET. I was wonder...
