my computer has two users. I cannot log on unless the other person is logged off, and I cannot just " switch users" . Only one person can be logged on at once. How do I fix this??

I have a dell laptop running "XP". There are 2 people logged onto this computer but only one person can be on the internet at one time. If the other person wants to log on and go on the internet they first have to log off the other person first. Is this normal or can I fix this?
