I would use a timer that is triggered by the ringing clock to reset the 4017 if there isn't another ring within a few seconds. If a few seconds pass with no ring you can assume there won't be one.

Is there a reason you can't use Notepad? Wordpad adds extra information and formatting to files that can cause problems with certain programs. Do you have "Display known file extensions" enabled?

For the data lines are you using a twisted pair? Do you have any size of shielded cable on hand? It might be overkill but if the shoe fits, try it.

Did you install, tweak, uninstall or update anything recently? Do you run antivirus software? Have you performed a scan lately? Malware scanner? Have any kids had access to the computer immediately prior to this occurring?
