I used a car wax cream type and wax and buff from the center out. It has worked for me about 8 out of 10 times well enought that the disc will stop skipping and then I burn another copy.
But as Chris said if the scratch is deep into the foil it's toast.

I've also used pvc pipe for enclosures. Glue a cap on one end but used a crutch foot (rubber table leg foot on the other end and some reflective tape it's water tight easy on and offand looks good.
