Well it won't because the "pulsin" command is reading the music at random. However with the proper level of input voltage you should get decent response on all four LEDs .

Did you check the 7.8 volts on the frequency counter chip? According to the data sheet the display module is a common cathode type with pin #1 connected to ground. The drive voltage is from that chip.

Whatever happened to that monoshot circuit we worked on back in early 2013 ? Should be able to use the same design with a 24 volt power supply and a beefed up output.

Try adding resistor R3 as shown, that should protect the diodes and darlington base circuit. Maybe a 1K for starters
