With the source neutral open, the loads on the two 115V phases are in series, with 220V on them. Loads on the phases are seldom exactly equal. DEFINITELY DO NOT connect the neutral that comes out of the GFI to any other neutrals (neither from a non-GFI circuit, nor from a different GFI).
