I've never had a problem with slow downs from the two broadband providers I've used. The only time I get slow speeds is when the remote server doesn't have the bandwidth available. I would think a phone call could help the situation but if they're the only provider in the area anything you could say...

I've seen displays with four full digits on the face but only enough LEDs to display a one. Some clock use segments F&E to display AM/PM and alarm set. Have you tried to light all segments of the tens hours digit manually?

My last encounter with Norton was years ago so I can't comment on whether there is or isn't some visual indicator to it's activities. As perhaps a last resort you could open the settings dialog and check if/when automatic scans are scheduled. You could then anticipate the inevitable slowdown.

I slightly remember a process similar to the ones linked that was extremely accurate and proposed to be the method used by ancient Egyptians to align the pyramids. The full details escape me now though.
