An automotive paint shop can probably match the color and finish but is it worth the cost. A different but coordinating color for the back panel may be acceptable. Peltier would only cause you to need to remove more heat and need to generate more power. They are horribly inefficient generating ~ 4x to 6x more heat on the hot side than they remove on the cool side due to the high current they require to operate. A solid copper tip can be just filed or sanded but cheap tips may be other alloys with a plating on top to make it wet the solder. A super cheap tip can burn off (or erode) this plating in no time and become impossible to restore. Stick with the brand names and don't bank on an ebay deal. If that's ...

While the wall wart had a stable no load voltage, it pulses when plugged into the device, its trash now. Seems it operated in a sort of half wave mode for a while until something else failed.
