Have you heard of a Femtocell before? Depending or your telephone or Internet provider it might be an option for you. I think At&t is the only US carrier offering them at the moment but Verizon is expected to offer them soon and possibly others soon after.

If you're hard wiring the LEDs you should probably remove all other circuitry that isn't the LED or resistor. Out of curiosity is your power supply outputting DC? Have you tried powering all of the LEDs individually to rule out faulty manufacturing? How far apart are the lights? Do you have only a single pair of wires running the whole length to power the LEDs?

In the PIC run a timed loop of sufficient speed, within that loop count the number of tranisitions. A little math later you've got a finished project. It may be helpful to Google "PIC frequency counter".
