i buy them to power projects.
Won't work unless building a USB project. Use a switching mode regulated supply.

Dac, was it a True RMS meter? Most meters report RMS voltage (when fed a sign wave) but are peak responding. I believe you electrically program it once, then only read it. OTP/EPROM as opposed to manufactured with the program in it. It could be fuseable links or what you usually consider an EPROM without the quartz window for UV erasing.

The labels on the fans say what is needed. 12V DC for both, 1A or 1.23A max draw. For slower speed use a lower voltage, or a series resistor, or (for better efficiency) 12V PWM. For reversible variable speed, apply PWM through an "H" bridge.

If yes, then my guess is HDMI video only, not charger.
