I think I have solve the problem, I think that the input clock of the register is too much sensible to the transitions, by this reason I have changed the 74HC164 to 74HC4094 and I have put a resistor to the clock to do with less transition the clock. I have connected the dif¡gital signals of the PIC, RB0.
The CLR is not connected to a 10k resistance is connected directly to Vcc.
B is connected directed to Vcc

I can sometimes that the circuit works but putting 10 omhs in the clock and 10K to every input and output, but it only works sometimes.
