Don't have a circuit off hand, but this could be easily done with uP (PIC with onboard UART 16F628/876 would do nicely). Receive the data then use an 8 bit port to output to the parallel device.<p>Plain serial to parallel conversion could be done using a shift register such as a 74**595 or similar.<...

It is possible the delay is needed to either stop a current surge to the equipment at switch on, and/or, to prevent stress to the transformer and output drivers.<p>

Look in this months edition of Elektor Magazine, I believe it's available in the States.<p>They have just this very thing including copybit protection for your OWN personal use.<p>Sorry can't email you a copy unless you want to wait until next March when I receive the CD version of the years issues....

You could also try a wheel with a small cam on it, this would provide the same effect, in fact it's how some rotational devices get their eccentricty.<p>
