I agree with Chris. If the power outlet on the car is used for charging only, then you could use a smaller (less wattage) higher resistance (like the 10 Chris suggests, albeit at a lesser wattage). I'm sorry, the link I gave you goes to the Bob2 which is not reccomended for new designs. It has a link to Bob3. The Bob2 may be cheaper though!
