WTB: Basic (cheap) Oscope/Function Generator & Component

I'm in need of an oscilloscope and function generator to assist me throughout college with projects, etc. Doesn't need to be fancy or modern...just as long as it works fine.

I'm also interested in any components or miscellaneous parts. Capacitors, inductors, ICs, etc.

Pulse is 20ms. I have the equation...just not sure about the connections. I need it to supply the pulse and return high. I just need it to advance a counter with an active-low clock input. Pins 3&4 enter an OR gate with active-low inputs, so if one is low, the output will be high regardless? Or ...

Basic IC Question

I am taking an introductory course to digital. We use a trainer board at school, but I don't have one at home. I am trying to build the circuit at home to learn how to do it without the trainer board, but one thing seems wrong. The IC is a 74LS08 with four two-input AND gates. http://www.alldatashee...
