Some cap-start motors have the capacitor internal to the housing, physically on the armature. It is connected via a normally closed circuit, for starting. It sounds like they are trying to utilize an improper panel to save a buck. In effect, 2/3 of the breakers will be feeding off of one of the 110v lines and only 1/3 of the breakers off the other 110v line.
